*Note* What's not reflected here is in 1991, the manner in which calls were recorded was changed after the departure of a former Chief who had a system which artificially inflated the total number of calls for service.  This change reduced the total number of actually calls recorded as stats.  What this means is the total increase in the number of calls for service and operational tempo from 1991 to 1998 is actually much more drastic than shown here.
